Research suggests that the average English Language Learner will gain Basic Interpersonal Communication Skills in one to two years. This includes the language of play and context embedded language. However, Basic Interpersonal Communication Skills does not include the language necessary for ESOL students to perform successfully in academic classes.
Cognitive Academic Language Proficiency is the language necessary for learning content and being able to read and comprehend on grade level. The average student will gain this type of language in five to seven years especially if the instruction is built in scaffold and cyclical method yearly. Effective teaching and educational services influence the length of time needed to learn English and to learn subject matter in English. There are no predetermined time frames for learning English and the subject matter.
The Floyd County Board of Education supports the need for a quality ESOL program and will monitor individual student progress to determine the effectiveness of the program. The progress of each ESOL student will be evaluated as well as the instructional and placement decisions made. We will collect data on the programs and instructional strategies used with all students.
